A Call to Action: Europe needs to build a Trust-based Health Data Economy to boost the competitiveness of its Life Sciences sector and drive the efficiency and effectiveness of its Healthcare Systems

From 3 to 4 December 2025, The European Institute for Innovation through Health Data celebrated its 10th year anniversary. Thought leaders from across Europe joined to reflect on how to “join the dots” and create value out of health data for all stakeholders. One message emerged loud and clear: Europe must focus more on incentives and stakeholder motivation, and less on obligations alone.

Our collective health data asset is one of the richest in the world – yet our ability to turn this into innovation and competitiveness that delivers value to healthcare still lags behind other regions. To close this gap, we need a true Health Data Economy, built on trust, high‑quality data at source, responsible data sharing, faster and more transparent access decisions, and robust governance that safeguards patients’ rights.

We have set out our thinking in this Call to Action. We now invite policymakers, healthcare providers, patient organisations, industry, and innovators to join us in this campaign and to work together for the creation of a European Health Data Innovation Fund and the broader Health Data Economy Europe needs.
